Who is required to have a Substance Abuse Assessment?

A Substance Abuse Assessment is required by law if you are convicted of a drug charge, you test positive for drugs while on probation, if you are in possession of alcohol under age, if you assault someone under the influence of alcohol and drugs, and if you are charged with possession of drugs and/or paraphernalia. There are other conditions that may require you to have a Substance Abuse Assessment.

Enrolling in the recommended treatment or education before court is an advantage for you at the trial. Many attorneys are now recommending that you enroll at the time of your assessment; consult your attorney for advice on this.

The state of NC requires the treatment provider charge a fee of $100 for the Substance Abuse Assessment. The assessment is only valid for six months from date of completion. Every client who successfully completes any level of care (group) and is remaining abstinent is welcome to continue attending aftercare free of charge if we have available seats. The Substance Abuse Assessment results will determine the level of care (treatment or education) you will be required to complete to satisfy your criminal charge for court.

What you need to bring for the Substance Abuse Assessment:

• $100 cash fee
• Copy BAC (Blood Alcohol Concentration)
• Copy of Citation
• Please bring reading glasses with you, you will be required to read and sign legal documents.

Substance Abuse Placement Criteria

LEVEL II - Short-term Treatment (20 Hours):

• DSM-V diagnosis of Substance Abuse for alcohol or drugs
• Meets Level I ASAM (American Society of Addictions Medicine) program placement
• A minimum of 20 but less than 40 contact hours lasting a minimum of 30 days
• Must submit $45 fee for a urine drug screen (UDS) and the UDS must be negative to successfully complete the program. You must submit the UDS prior to graduating and may be required to submit a UDS during the program.

LEVEL III – Long-term Treatment (40 Hours):

• Meets criteria for DSM-V Substance Dependence Diagnosis
• Meets Level I ASAM program placement criteria
• Minimum of 40 but less than 90 contact hours, minimum of 60 days
• Must submit $45 fee for a urine drug screen (UDS) and the UDS must be negative to successfully complete the program. You must submit the UDS prior to graduating and may be required to submit a UDS during the program.

LEVEL IV – Intensive Outpatient Treatment (90 Hours): Champ’s does not provide this service

• DSM-V diagnosis of Substance Dependence, moderate to severe
• Meets Level II ASAM program placement criteria
• Minimum of 90 contact hours with a minimum duration of 90 days
• The Intensive Outpatient Program (IOP) requires groups to be scheduled at least 3sessions, 3 hours each for a total of 9 hours per week in treatment. This program may be preceded by a brief inpatient stay for detoxification or stabilization of a medical of psychiatric condition.

Level V – Inpatient/Residential Treatment: Champ’s does not provide this service

• DSM-V diagnosis of Substance Dependence, severe: Meets Level III of IV program placement criteria
• Upon discharge from inpatient treatment, a person has to enroll in an approved continuing care or outpatient program to meet the 90-day time frame. There should not be any significant period of time between inpatient or residential treatment and beginning the 90 day follow-up. There should no resumption of alcohol or drug use, not even in small amounts prior to the 90 day follow-up. If there are more than a couple weeks between residential treatment and beginning the follow-up and/or there had been any substance use, the client will likely have to begin a   new treatment program.

What we need from you to complete the Substance Abuse Assessment:

1. Copy of your warrant (this can be obtained from your attorney of the clerk of court office)
2. Attorneys name, address and telephone number
3. Fee payment of $100 payable in cash only

You must report for the assessment on your scheduled date alcohol and drug free. If you are under the influence of alcohol or drugs when you report for your assessment, we CANNOT conduct your assessment. If you are on probation, we must report the same to your probation officer or attorney. Additionally, you will be required to prepay for your assessment prior to scheduling your next appointment.
